Official Policy Regarding Medications, Alcohol, Marijuana, and Training
- PURPOSE: Policy regarding use of Medications, Alcohol, and Marijuana during events with the 2IR, CSM.
- SCOPE: Applies to ALL members of 2IR, CSM, active, recruit, observer and/or potential parties.
- STANDARDS:
- Prescription Medications
- All members, regardless of rank or status, are not prevented from taking medication as required per doctor’s advice and prescription.
- Members under a doctor’s care that are prescribed medications, have a duty to notify the Chain of Command of said medications.
- The Chain of Command with advice of medical staff, shall review medications and determine if medications warrant special concern or training requirements. The Chain of Command will monitor members under medication and determine whether prescribed medications impair a member and pose safety risk when participating in training.
- After consideration/observation, command may issue waivers if individual has proven the dosage/frequency of medication is not an impairing factor.
- Medications that may impair a member’s ability to properly control their weapon will result in that member not able to participate in live fire training.
- Medications defined by the State of California and the American Medical Association as potentially impairing must be carefully monitored when weapons are concerned.
- Prior to taking medications affecting mental state or potentially affecting members use of a weapon, members will place their weapons in their vehicle, properly secured in accordance with CA State Law and 2IR, CSM standards regarding safe storage and transport of weapons.
- Weapons must be properly UNLOADED.
- Ammunition must be separate from Weapon.
- Vehicle must be locked.
- All members, regardless of rank or status, are not prevented from taking medication as required per doctor’s advice and prescription.
- Prescription Medications
- Alcohol Use
- Alcohol use during Training is PROHIBITED.
- Members of legal drinking age that choose to consume alcohol, AFTER DUTY HOURS AS DETERMINED BY COMMAND STAFF, must, prior to consumption, place their weapons in their vehicle properly secured in accordance with CA State Law and 2IR CSM standards regarding safe storage and transport of weapons.
- Weapons must be UNLOADED.
- Ammunition must be separate from Weapon.
- Vehicle must be locked.
- Marijuana Use
- Marijuana is legal for recreational use in the State of California.
- The 2IR, CSM will not interfere with state law. However, use during training is prohibited.
- Members of legal age that choose to consume Marijuana AFTER DUTY HOURS AS DETERMINED BY COMMAND STAFF, must, prior to consumption, place their weapons in their vehicle properly secured in accordance with CA State Law and 2IR, CSM standards regarding safe storage and transport of weapons.
- Weapons must be UNLOADED.
- Ammunition must be separate from Weapons.
- The vehicle must be locked.
- Members who choose to consume Marijuana are advised to respect other members and if consumed by smoking, move downwind.
- ANY Member who violates this policy is subject to disciplinary actions by the Chain of Command according to the ByLaws of the 2IR CSM.
- First Offense: Members may receive, At the discretion of the Chain of Command, either a Verbal and/or Written Reprimand.
- Second Offense: Members may receive, At the discretion of the Chain of Command, either a Special Duty Assignment and/or Suspension from current training.
- Third Offense: Members will serve a Suspension from 2IR, CSM for 90 days, then Offense Probation for 90 Days
- vi. If a member after 3 offenses, suspension, or probation, violates this policy again, the Member is permanently expelled from the 2IR, CSM and ineligible to return.

Standard Operating Procedures (Weapons)
- PURPOSE: Set Standard Operating Procedures for transport and use of firearms, ensure safety of all members, and reduce potential for a negligent discharge of a weapon while training.
To define 2IR, CSM policy regarding weapons of any type in accordance with US and CA State Laws.
- SCOPE: Applies to ALL members of 2IR, CSM, active, inactive, or recruit.

- STANDARDS:
- ALL weapons, regardless of propellant, configuration or appearance must be respected and treated as dangerous in all instances.
- Constitutionally Legal US and California State Law must be adhered to in relation to the weapons predominately used by the 2IR, CSM members.
- Members must ensure they comply with US and State law regarding their weapons. Weapon configurations that members have used prior to 01/01/2018 may potentially no longer be allowed according to new laws. The 2IR, CSM will not instruct members on what configuration their weapon should be. Proper registration, if required, will be performed prior to bringing any weapon to training.
- Weapons must be transported in accordance with local laws in member’s vehicles and weapons must never be loaded in a vehicle.
- Members who wish to comply and alter their weapon into a new law’s configuration are free to do so without judgement or punishment by the 2IR, CSM. Members who wish to delay compliance with new laws are free to do so without judgement or punishment by the 2IR, CSM, provided the following is the reason.
- New laws are not fully effective until a later date/time
- A court has issued a stay regarding new laws
- Members shall NOT physically attack or harass citizens regarding any new legislation. Members may enter conversations regarding weapon laws and voice their own opinions provided they do not denigrate the image of the 2IR, CSM.
- Members must remember that they are representatives of the 2IR, CSM and behave responsibly and respectfully with their weapons in all environments.
- All members, regardless of rank or status, MUST be qualified with their chemical propellant type weapons before being allowed to carry live ammunition during training or at a security post.
- All members regardless of Rank or Status will adhere to safety standards for all weapons.
- CHEMICALLY PROPELLED WEAPONS
- In all instances, the Unit Chain of Command, following Regimental Directives, determines SOP for carry of Chemically propelled weapons
- Regimental Standards are as follows:
- All Range Qualified Members may carry unloaded weapons under the discretion of command.
- Unqualified members are allowed to carry ammunition ONLY during qualification ranges and ONLY under the direction of the RSO
- All members that are qualified with their PBR and/or Sidearm may carry their weapon provided it meets these standards:
- Range Qualified members may keep live ammunition on their person but MUST keep all weapons UNLOADED until instructed to “make ready” by SL’s, Cadre or Command.
- Fully Range Qualified SL’s and above are the ONLY members authorized to carry their sidearm loaded (Israeli style) for force protection at all 2IR, CSM FIELD events.
- The Unit Chain of Command may, at their discretion, make determination whether to allow individuals that have Concealed Carry Permits to carry according to this SOP standards.
- Israeli style is defined as follows and must be performed/completed in this order:
- Place Weapon on SAFE, Lock slide to rear, Remove magazine
- Verify weapon unloaded, Release slide, point weapon in safe direction, pull trigger
- Verify hammer is in Forward position (Not pre-cocked)
- Magazine is then Loaded into magazine well of Sidearm.
- Range Qualified FTL’s and above are the ONLY members authorized to carry loaded PBR magazines in their pouches with them on patrol & security duty for force protection.
- PBR will remain unchambered and unloaded unless a threat to members or the unit is identified.
- ALTERNATE PROPELLED WEAPONS
- All members may, at the discretion of Unit Command Staff, carry alternate style, nonlethal propellant weapons provided they have proven knowledge of the weapons safety features and have demonstrated safe useability of such.
- Alternate Nonlethal Style propellants include Airsoft, Paintball, Slingshot etc…
- Prior to carrying or holstering an alternate propellant weapon, the weapon will be “Cleared” by a senior staff member.
- Members will treat alternate-style propellant weapons safely and treat them with the same respect and diligence as chemically propelled weapons.
- All members, while in the Camp and NOT on security detail will ensure all weapons are unloaded & secured:
- On their person, in the squad areas, in designated Racks in Camp, or in personal vehicles until ordered to “gear up” for training, patrol or security detail.
- Sidearm carry is authorized inside the Camp per the standards set above in items e,3 and f above, whichever applies.
- Weapons checks
- All FTL’s, SL’s & Command Leadership will conduct weapons checks when any unit leaves or returns from any Training Lanes, Patrols, or Security details
- Any member who violates the standard set forth will be referred to the CoC for corrective action.
- Members referred for continued violations will lose authorization to carry weapons until member completes retraining to ensure weapon standards are understood.
